Plan S – The new Open Access policy by the Austrian Science Fund (FWF)

In compliance with Plan S, an initiative for Open Access publishing, as of 01.01.2021 every project funded by the FWF must be published open access without delay.

Thereby, scientists have three options of OA publishing:

  1. Publication in OA journal/platform (Gold Open Access)
For this instance, the FWF reimburses the costs of publication in addition to the project funds, provided that the journal/platform complies with the Gold OA criteria.
  2. Publication in a subscription journal for which a transformative OA agreement exists between the research organization or funding agency and the publisher (Hybrid Open Access) In this case, the FWF covers the publication fee, provided that an agreement as mentioned above is in place.
  3. Archiving of the accepted manuscript in a freely accessible repository under a CC BY (Creative Commons) license without an embargo. This option must be already stated when submitting the manuscript to the publisher and must be accepted by latter [Further Details: www.coalition-s.org/rights-retention-strategy/] (Green Open Access).
The FWF does not cover the costs for this option.

The Journal Checker Tool can be used to find out if a journal is compatible with Plan S. By entering the journal title, the funding agency, and the affiliated institution, the tool can check which type of compliance applies. Using the tool does not mean that any expenses will be met by FWF or the respective institution automatically as those have to be applied for separately.

Further information can be accessed by browsing the FAQ of Plan S or the webpage about the FWF’s Open Access Policy.

What are the advantages for the authors?

  • High visibility of your work, as all articles are freely accessible online immediately after publication
  • Easy compliance with open-access mandates (e.g. FWF, Horizon 2020)
  • Subsequent use of articles based on Creative Commons licenses
  • Automated deposit in PubMed Central (PMC)/Europe PMC
  • Open-access charges (APC) will be settled centrally by the library
